EU Cybersecurity Start-Up Ecosystem

On 12 September 2018 the European Commission presented a proposal for a Regulation (the “Proposal”, the “Proposed Regulation “) which will establish (1) a European Cybersecurity Industrial, Technology and Research Competence Centre (ECCC), (2) a Network of National Coordination Centres (NCC) and a (3) Cybersecurity Competence Community (CC). At this stage, for example, not many details about the governance or financial provisions are revealed about the ECCC, which will be located in Bucharest (https://cybersecurity-centre.europa.eu/), or the other two layers (NCC, CC).

In 2019 EC launched four Pilot projects (https://cybercompetencenetwork.eu/) under Horizon2020 programme. CONCORDIA (https://www.concordia-h2020.eu/) is one of those four projects with 52 official partners and many others in the process of joining the community. So called “Pan-European Cybersecurity Start-Up Community” (PECS-UP) is launched by CONCORDIA with a vision to improve agility in technology transfer and market adoption, as well as to integrate or link initiatives that provide access to funding, access to market or access to resources for European cybersecurity start-ups.

Start-up support service in CONCORDIA is provided through information, diffusion of best practices and matchmaking, executed in collaboration with entities such as ECSO (European Cybersecurity Organisation) or EIT Digital.
